Creating conditions for the elderly to access to social services

TheCulture - Social Board of the provincial People's Council has supervised the implementationof policies and activity models of the elderly in the province. Having adialogue with Phu Yen Newspaper on the supervision results, Mrs. Nguyen ThiDieu Thien, Head of the Culture-Social Board of the provincial People'sCouncil, lets known:

- In general, the task ofcaring the elderly is concerned and done well by the party levels and localauthorities. The PPC has directed to implement policies related to the elderlyfully, timely and ensure correct regulations. So far, there have not been anycomplaints about implementation of these policies in the province.

* What limitations does theprocess of implementing policies and activity models of the elderly in theprovince have, madam?

- The process ofimplementing policies and activity models of the elderly in the province hascertain limitations. Specifically, the Law on the elderly and guiding documentsare not propagated regularly; a part of cadres and people still has not fullyaware of role and human meaning of caring and promoting role of the elderly.

Health care and initialtreatment for the elderly according to the Circular No. 35/2011 of theHealth  Ministry and Circular No. 21/2011of the Finance Ministry on regulations of managing and using fund of initialhealth care for the elderly at resident have been implemented but notregularly. At present, the support for medical stations for this task of only 3million dongs per year is too little, not enough for prescribed activities.Meanwhile, the province has no mechanisms and policies to support enterprisesin building and establishing units of nurturing the elderly, so it is difficultto attract investment in this field. 

* What does the Culture-SocialBoard propose to solve the above limitations?

- Through supervision, theBoard suggested the MOLISA to study and propose the Government to supplementregulations for the elderly who are 80 or more with monthly allowance ofpensioners still receive communal allowance; soon having mechanisms andpolicies to subsidize prices for private transport enterprises to createconditions for the elderly to enjoy policies on ticket exemption and reductionwhen using means of transport according to regulations; considering to raisehealth insurance benefit up to 100% for cases specified at Points a and b,Clause 2, Article 12 of the Law amending and supplementing a number of articlesof the Law on Health Insurance.

Creating conditions forcommunes, wards and towns to set up funds to take care and promote role of theelderly; considering temporary support for localities to replicate modelof intergenerational self-help club; directing the Department ofHealth in coordination with related departments to advise on building thescheme of Health Care for the elderly in the period of 2017-2025 to submit tothe PPC for approval... Besides, the PPC should create favorable conditions forthe elderly to fully access to basic social services. Simultaneously, speedingup the socialization of caring the elderly, diversifying capital sources toeffectively implement the province’s action program on the elderly...
