Criteria issued for model rural commune

DeputyPrime Minister Vuong Dinh Hue has signed a decision issuing criteria for modelnew-style rural commune in 2018-2020.

There are four groups ofcriteria that a rural commune should meet in order to earn the title.

The first group of criteriadeal with production, income and household poverty rate. Accordingly, a modelrural commune must have concentrated production areas for local key productsthat meet quality and food safety standards, ensure profits and resilience toclimate change. It also must have at least two new-style profitablecooperatives.

The per capita income at thecommune must be at least 1.5 times higher than the level at the time it wasrecognised as a new-style rural commune.

The commune also has nohouseholds living under the poverty line, except for those who arebeneficiaries of social welfare or who fall into poverty due to naturalcalamities, accidents and serious illness.

The second group criteria ison education, health care and culture, under which at least 90 percent ofchildren in the commune should go to kindergarten, and 100 percent ofsix-year-old children go to elementary school. At least 95 percent of local 11-year-oldchildren must complete elementary education and the remaining should beattending elementary school. Also, at least 95 percent of youths from 15 to 18years old in the commune must be attending general secondary school, regulareducational centre or vocational school.

The commune’s clinic mustmeet requirements to provide medical check-ups and treatment for patientscovered by health insurance; at least 95 percent of the local permanentresidents participate in health insurance and at least 90 percent of residentshave their health regularly checked.

The commune must regularlyhold cultural and sport activities that attract the participation of at least60 percent of permanent residents, and each village in the commune must have atleast one art group or cultural-art club that operate regularly.

The third group of criteriadeal with environmental protection, which require that at least 90 percent ofsolid waste is collected and treated in accordance with regulations, and atleast 50 percent of daily waste is classified and treated.

At least 60 percent of roadsin the commune should have water drainage ditches, with trees and flowersplanted along.

The commune must have someforms of environmental protection organisations such as cooperatives, groups orclubs operating regularly in collecting waste, cleaning up the environment andcarrying out communication activities on the environment.

At least 90 percent of localhouseholds engaging in animal husbandry must have hygienic breeding facilities,and 100 percent of households engaging in production and business activitiesmust meet standards on waste and waste water discharge.

Under the fourth group ofcriteria, during the three consecutive years before the year the communeapplies for the title of model new-style rural area, the commune should nothave any case of illegal petitions involving large numbers of people and anylocal resident committing crimes. The local administration must ensuretransparent and effective administrative procedures.

The Prime Minister requiresrelevant ministries and agencies to issue guidance on implementing the criteriafor model new-style rural communes. The People’s Committees of centrally-runcities and provinces are instructed to select suitable communes for the buildingof model new-style rural areas.
