Vocational training helping farmers to rise up

Vocationaltraining for rural labor is a major policy of the Party and the State, the responsibilityof all levels, sectors and the whole society in order to improve the quality ofrural labor and meet requirements for industrialization and modernization of agricultureand rural areas. Implementing this policy, in the past time, thevocational training for rural labor in Phu Yen has gained encouraging results.

Mr. Nguyen Phat, Director ofPhu Yen Department of Labor, War Invalids and Social Affairs (DOLISA), letsknown: In the past time, the Party levels and local authorities areincreasingly aware of strategic importance of vocational training linking tojob creation and consider it key stage for rural labor to have opportunity to getjobs by themselves, increase incomes, escape poverty and contribute to reducingthe rate of poor households in the locality. Basing on recruitment demand oflabor market and actual socio-econo development of the province as well as theregion, the province mainly conducts practical vocational training courses tocreate jobs in locality, increase income and improve life. These jobs include:repairing, installing computers; repairing generator; electric appliances;industrial sewing; electric welding; veterinary husbandry; repairing motorcycles;bundling broom; planting; aquaculture...

In Song Cau town, the localCenter for Regular education and vocational training has trained fashion sewingfor rural labor in association with job creation in Xuan Thinh commune.According to Mr. Nguyen Van Hien, Deputy Director of the Center for Regulareducation and vocational training of Song Cau town, the unit has defined thatvocational training for rural labor is a long-term strategy aiming to helplaborers accessing to job training on basis of doing business right in thelocality. The fashion sewing class in Xuan Thinh commune gathers women who areunemployed, have free time from poor and nearly poor households in the villagesof Vinh Hoa and Tu Nham to learn, share their work experience and escapepoverty sustainably together.

To diversify training fields,in the coming time, departments, sectors, enterprises will organize moreclasses of tourism and services; increasing training courses for teachers onvocational counseling, job counseling and job creation after training. Mr. DoanPhi Cong, Head of the Labor, Invalids and Social Affairs Division of Son Hoadistrict, let known: "In 2018, the district is assigned to offer vocationaltraining for nearly 400 rural laborers. In order to fulfill this criterion, we havecooperated with the EthnicYouth VocationalCollege to recruit andtrain industrial sewing, plant and animal husbandry techniques and … dependingon learners’ demand and production in practice”.

In 2018, the provincestrives to train 2.400 rural laborers, contributing to increase the rate oftrained labor in the province by 64%; in which the rate of vocational trained laborreached 47%. At present, some localities are engaged in agricultural andnon-agricultural jobs such as industrial sewing, husbandry techniques and generatorrepair for rural laborers whose age is from 15 to under 60 (for men) or under55 years (for women) with education and health conditions suitable for the job."Among these above objects, the localities give priority to those entitledto preferential policies for people with meritorious services to therevolution, those in poor and nearly-poor households, ethnic minorities, thedisable or in households with recalled agricultural land and fishermen", saidMr. Le Van Pho, Head of the Vocational Training Division of Phu Yen DOLISA.
