Prime Minister chairs meeting on special administrative-economic units

TheNational Steering Committee for Construction of Special Administrative-EconomicUnits convened a meeting in Hanoi on July 10 under the chair of Prime MinisterNguyen Xuan Phuc, head of the committee.

The meeting aims to acquireinstructions from the Politburo and opinions from veteran officials, NationalAssembly deputies, experts, scientists, and people across the country.

These constructive ideaswill help work out appropriate measures to build specialadministrative-economic units in line with the Constitution, the Party’sresolutions, and the State’s laws.

The National Assemblydecided to postpone the approval of the draft Law on SpecialAdministrative-Economic Units at the fifth meeting of the 14th legislaturein May in order to have more time for consideration and completion.

The law-making body agreedto revise the regulation on land lease limits for production and business inthe draft law towards applying the regulation on land lease of the current LandLaw, and not allowing the lease of up to 99 years for special cases.

As guidelines and policiesof the Party and State, the 2013 Constitution and several other legal documentsassisted in the making of the draft Law on Special Administrative-EconomicUnits, which began in mid-2013, with a view to forming special zones to spureconomic development and create regions that act as driving forces for nationalbuilding and development.

Amendments to the draft lawbased on the constructive opinions acquired must ensure the nationalterritorial sovereignty and integrity is kept in tact, while also safeguardingthe security and defence of the special zones and the country.

Vietnam is planning to buildthe three special administrative-economic zones of Van Don in northern QuangNinh province, Bac Van Phong in central Khanh Hoa province, and Phu Quoc insouthern Kien Giang province.
