NA agree to postpone adoption of draft law on special economic zones

TheNational Assembly has approved a proposal of the NA Standing Committee onpostponing the debate and adoption of the draft Law on Special Administrativeand Economic Units of Van Don, Bac Van Phong, and Phu Quoc.

In the morning meeting ofthe NA on June 11, 423 deputies, or 85.63 percent of the NA, voted for theproposal, which suggested the draft law should be considered and adopted at thenext session instead of being approved at the closing meeting on June 15morning. 

According to NA ViceChairman Uong Chu Luu, the building of the draft law on special economic zonesis a major policy of the Party and State.

However, this is a new,complicated and controversial issue, so the NA Standing Committee had agreedwith the Government to ask the legislature for permission to delay the approvalof the bill in order to have more time for studying and completion, Luu said.

After the voting, NAChairwoman Nguyen Thi Kim Ngan mentioned gatherings in some localities on June10 with some involving in extremist acts affecting social order and people’snormal life. This showed that issues discussed at the legislature are pervadingthe society, she said, expressing her regret that some persons did notunderstand the nature of the matter, hence overreacting. 

The top legislator called onpeople nationwide to keep calm and trust the Party and State. 

She stressed that the NAalways listens to opinions from people about draft laws deliberated at thelegislature.

The NA Standing Committee alsoasked the NA to assign the Government to coordinate with the committee inresearching, collecting opinions and revising the draft law along with relateddraft resolutions and projects.

The Government needs toinstruct ministries, departments and localities to tighten land use managementin areas designated for the special administrative-economic units, while makingpreparations of resources and necessary conditions to ensure that the law andrelated resolutions will be implemented immediately after approval.

At the same time, the NArequested the Government to enhance communication activities to clarify issuesof concern of voters and people nationwide to create high public consensus onthe draft law.
