SPECIAL COMMUNIQUE on President Tran Dai Quang’s passing away

TheParty Central Committee, the National Assembly, the President, the Governmentand the Central Committee of the Vietnam Fatherland Front have issued a specialcommuniqué, announcing that President Tran Dai Quang died at 10:05am onSeptember 21, 2018, and his funeral will be held as a national mourning.

The Central Committee of theCommunist Party of Vietnam, the National Assembly of the Socialist Republic ofVietnam, the President of the Socialist Republic of Vietnam, the Government ofthe Socialist Republic of Vietnam, and the Central Committee of the VietnamFatherland Front inform with deep grief:

Comrade Tran Dai Quang, bornon October 12, 1956; native place: Quang Thien commune, Kim Son district, NinhBinh province; residence: No. 8, Nguy Nhu Kon Tum street, Nhan Chinh ward,Thanh Xuan district, Hanoi city. He joined the Communist Party of Vietnam onJuly 26, 1980; Member of the Party Central Committee of the 10th, 11thand 12th tenures; Politburo Member of the 11th and 12thtenures; President of the State (from April 2016 to now), Chairman of theNational Defence and Security Council; Member of the Standing Board of theCentral Military Party Committee; Member of the Standing Board of the CentralPublic Security Party Committee; Member of the National Assembly of the 13thand 14th tenures, Head of the Central Judicial Reform SteeringCommittee.

After a period of illness,despite the wholehearted care by the Party, State, medical group and his family,he passed away at 10:05am on September 21, 2018, of the heavy illness at CentralMilitary Hospital 108.

Throughout his time of work,he has made many contributions to the glorious revolutionary cause of the Partyand the nation. He has been awarded with many noble orders and medals, and aninsignia of 30 years of Party membership.

His passing away is a greatloss to our Party, State and people.

Comrade Tran Dai Quang wasborn on October 12, 1956, in Quang Thien commune, Kim Son district, Ninh Binhprovince; residence at No. 8, Nguy Nhu Kon Tum street, Nhan Chinh ward, ThanhXuan district, Hanoi city. He was admitted to the Communist Party of Vietnam onJuly 26, 1980.

July 1972 – October 1975: Hewas a student at the People's Police School and School of Foreign Languagesunder the Ministry of the Interior (now the Ministry of Public Security).

October 1975 – June1990: Officer, Deputy Head and Head of Section at Political ProtectionDepartment under Ministry of the Interior.

June 1990 – September1996: Deputy Secretary of the Party Committee and Deputy Head and DeputyHead in charge of Security Staff Department, General Department of Security.

September 1996 – October2000: Member of the standing board of the Party Committee of the GeneralSecurity Department; and Secretary of the Party Committee and Head of the SecurityStaff Department.

October 2000 – April2006: Deputy Secretary of Party Committee and Deputy Head of the GeneralSecurity Department, Ministry of Public Security. He was promoted to MajorGeneral and conferred with the title of Associate Professor in 2003.

April 2006 - January2011: Member of standing board of the Central Public Security PartyCommittee, and Deputy Minister of Public Security; promoted to LieutenantGeneral in April 2007 and conferred with the title of Professor in 2009. At the10th Party Congress, he was elected to the Party Central Committee.

January 2011 – July2011: Member of the standing board of the Central Public Security PartyCommittee, and Deputy Minister of Public Security. At the 11th PartyCongress, he was elected to the Party Central Committee, and elected by theParty Central Committee to the Political Bureau; Member of the NationalAssembly, the 13th tenure.

July 2011 – December 2012: PolitburoMember, Secretary of the Central Public Security Party Committee, Minister ofPublic Security. He was promoted to Senior Lieutenant General in December 2011;Head of the Central Highlands Steering Committee.

December 2012 – April2016: Politburo Member, Secretary of the Central Public Security PartyCommittee, Minister of Public Security. He was promoted to General in December2012; Deputy Head of the Central Steering Committee on Anti-Corruption, DeputyHead of the central internal political protection sub-committee. At the 12thParty Congress, he was re-elected to the Party Central Committee, and electedby the Party Central Committee to the Political Bureau in January 2016. At the11th session of the National Assembly, the 13th tenure, hewas elected President of the Socialist Republic of Vietnam in April 2016. Atthe first session of the National Assembly, the 14th tenure, he wasre-elected President of the Socialist Republic of Vietnam in July 2016.

From April 2016 tonow: Politburo Member, President of the State, Chairman of the NationalDefence and Security Council; Member of the standing board of the CentralMilitary Party Committee; Member of the standing board of the Central PublicSecurity Party Committee; Member of the National Assembly, the 14thtenure; Head of the Central Judicial Reform Steering Committee.

He was Member of the PartyCentral Committee of the 10th, 11th and 12th tenures;Politburo Member of the 11th and 12th tenure; Member ofNational Assembly of the 13th and 14th tenures.

He has been awarded manynoble orders and medals and insignia of 30 years of Party membership by theParty and State in recognition of his various contributions to therevolutionary cause of the Party and the nation.

ANNOUNCEMENT onthe respect-paying, memorial and burial ceremonies for Comrade Tran Dai Quang

The funeral of Comrade TranDai Quang will be organised in the national mourning etiquette.

He will be laid in state atthe National Funeral Hall, No. 5 Tran Thanh Tong Street, Hanoi

The respect-paying ceremonywill start at 7am on September 26 at the National Funeral Hall, No. 5 TranThanh Tong Street, Hanoi.

The memorial service will beheld at 7:30am on September 27 at the National Funeral Hall, No. 5 Tran ThanhTong Street, Hanoi. The burial ceremony will take place from 3:30pm on the sameday in the President's native land in Quang Thien commune, Kim Son district,Ninh Binh province.

At the same time, at theThong Nhat Hall in Ho Chi Minh City and the Hall of the People’s Committee ofKim Son district, Ninh Binh province, the respect-paying and memorialceremonies for Comrade Tran Dai Quang will also be held.

The Vietnam Television andRadio the Voice of Vietnam will broadcast live the ceremonies in Hanoi, Ho ChiMinh City and Kim Son district, Ninh Binh province.

During the two-day nationalmourning on September 26-27, national flags will be flown at half-mast at Stateoffices and public places, and recreational and entertainment activitiessuspended.
