NA Standing Committee convenes 23rd session

The23rd session of the National Assembly (NA) Standing Committeecommenced in Hanoi on April 10 to mull over important issues in preparation forthe upcoming fifth meeting of the legislature in May.

Speaking at the openingceremony, NA Chairwoman Nguyen Thi Kim Ngan said the Government proposed addingfour bills to the agenda of the 23rd meeting, but it had sent documentsfor only one bill as of April 9.

Chairwoman Ngan asked theGovernment’s relevant agencies to seriously learn from this mistake.

In addition, the NA StandingCommittee will not consider two other bills at this session, which are thedraft Law on Population and the project on establishing three specialeconomic-administrative units of Van Don, Bac Van Phong, and Phu Quoc, Ngansaid, explaining that the bill on population needs more adjustment and theproject on establishing three special economic-administrative units must waitfor the adoption of a law on special economic-administrative units.

She concluded that the NAStanding Committee’s 23rd session will give feedback on 8 draftlaws, which are the Law on Coast Guards, the draft revised Law on Preventionand Combat of Corruption, Law on Amnesty, Law on Urban Development andManagement, Law on Husbandry, Law on Cultivation, Law on Population, and Law onSpecial Administrative-Economic Units.

They will also give opinionson the programme building law and ordinances in 2019, preparations for thefifth meeting of the legislature, and reports on the management and use ofState capital and property in businesses and the equitisation of State-ownedenterprises in 2011-2016, and on the practice of thrift and wastefulnessprevention in 2017.

Lawmakers will consider theestablishment of administrative units in the southern province of Ba Ria-VungTau and the Central Highlands province of Lam Dong.

The session is scheduled torun until April 17.

The same day, the NAStanding Committee gave opinions to the bill on Vietnam Coast Guard, which wasan upgrade of the Ordinance on the Vietnam Coast Guard.
