Improving the index of business support services: Questions remain

BusinessSupport Services is one of the 10 indicators for assessing the provincialcompetitiveness index (PCI), so does it play a leading role for enterprises toevaluate quality, operating efficiency, economic development in the locality.In order to efficiently deploy the service, it is necessary to pay attention,issue basic solutions from functional branches, providing-businesses and serviceusers.

According to the functionalsectors, although efforts are made, business support services have notsatisfied the business community, which clearly shows that the index over thepast 3 years has tended to decrease. Mrs. Nguyen Thi Kim Bich, deputy directorof the Department of Industry and Trade, let known: The index of businesssupport services in the recent years has been reduced due to the limited formof public services, mainly on the service of solving administrative procedures.The province's private support services market has been under-developed, thenumber of private enterprises providing business support services have beenstill low, the quality has not improved. With the current situation, usingbusiness support services is a common trend, contributing to reducing inputcosts and improving the competitiveness of enterprises. Meanwhile, enterprisesin the province are still hesitant to use external support services. Accordingto Mr. Tran Van Anh, Deputy Director of the Department of Finance, only theprofessional training, in the past years, this unit regularly coordinated withthe Accounting and Auditing Department (Ministry of Finance) to train, fosterand answer questions on related job; however, enterprises do not really payattention to this task so the number of participants is low, not correspondingto the number of enterprises are operating. Typically, during the last twotrainings, the Department of Finance sent notification to 500 enterprises(phase 1), but only 30 companies sent participants, while in phase 2, 59 out of800 enterprises were invited to register for attending.

With regard to businesssupport services, Mr. Ngo Da Tho, Chairman of the Provincial BusinessAssociation, let known: SMEs, start-ups... need to be supported in manyaspects, especially in law, management skill, brand promotion, technologymarket, trade... With different conditions, enterprises need attention from theprovincial as well as functional sectors. Therefore, in addition to theinitiative, the efforts of the business community, the task of propagating, graspingthe actual situation and timely supporting for enterprises also need to bestrengthened.

To acknowledge and evaluatethe effectiveness of implementing the enterprise support services at present,the functional sectors say that each service group of the component indicatorson business support services must clearly assign responsibilities for eachsector in charge of each field to deploy. Based on that, the units have plans,methods of specific implementation to meet the needs of enterprises in theprovince. According to Mrs. Nguyen Thi Kim Bich, first of all, it is necessaryto review the list of private enterprises operating in the field of providingservices to enterprises and propose solutions to support them in terms of bothquantity and quality…
